The Trump administration plans to immediately repeal the strict AI regulations introduced by President Joe Biden at the end of 2023, considering them stifling to innovation, should they win the election. Instead, a laissez-faire approach will be pursued, where the tech industry largely self-regulates. Agencies staffed with industry representatives will evaluate AI models and protect against foreign threats. This approach aims to increase the innovation speed and competitiveness of the U.S. in the global AI market. The guiding principle is: Make America First in AI.
China is also pursuing an aggressive national strategy to promote AI, while heavily regulating its use. The deregulation in the U.S. would intensify the competition with China, as both countries strive for technological leadership. To further improve its position, China would expand its efforts through increased investments, the promotion of Chinese startups, and the strengthening of infrastructure.
To enhance its global position, China will expand international partnerships and focus on cooperation, while attempting to establish its own standards and regulations globally. The country will increase its influence in international standardization bodies and aim to negotiate specific AI regulations in bilateral agreements with individual countries or regions.
The deregulation in the U.S. will prompt China to intensify its cybersecurity to be prepared against potential threats and technology theft. Increased monitoring and control of technologies developed domestically and imported will ensure they align with national security interests.
Like China, the European Union also heavily regulates AI. The divergence from the U.S. approach may lead to tensions between the United States and the EU, disadvantaging European companies in transatlantic trade and technological cooperation. This divergence could push Europe to strengthen its relations with China. Both the EU and China have a strong interest in regulating AI, albeit for different reasons: China aims to protect the collective through AI use, while the EU seeks to protect the individual. Overall, AI will significantly influence the geopolitical landscape, making AI regulation a central issue.
